Trail 23: Close to the base of the hill there is a yellow "Trail Closed" sign. Another at the top of the hill at the intersection.

Trail 25: Trees have been felled across the trail at the intersection of Sharpe Rd. A "Trail Closed" sign is also at the upper end of 25 at the intersection with 23.

What is going on? a property dispute?
