Rolling 12 month permits?

Just curious why the permits could'nt be on a rolling 12 month series from date of purchase???
 For example one friend of mine just bought a Rhino and another is about to, and they are pondering what to do about coming to ride & about permits since we are already more than halfway through the year or waiting to start coming after the 1st of the year and buy one then...

                Thanks in advance! just my opinion, there may be something I'm not thinking of!

Reason's are many, but main is tax reasons, running calender year to calender year doesn't casue confusion or mistakes with revenue being mixed up into two different year periods.
